Emma is Deputy Director for Housing Growth with a focus on site based interventions to unlock housing supply. She is specifically responsible for the Large Scale Development Programme, the Builders Finance Fund, Housing Zones and the Get Britain Building Programme. Previous roles have included delivery of the Low Cost Home Ownership Programme and Green Deal financing , whilst on secondment to the Department for Energy and Climate Change. She has worked for DCLG since 2004.

According to ONS figures brought out in May 2014, London and the South East’s populations are predicted to grow by 13% and 8% respectively over the period to 2022, in comparison to a projected growth for England of 7%.
